During its 31st Session, the IOC Assembly adopted Decision IOC-A-31/3.5.3 extending the IOC Capacity Development Strategy until July 2023. In this regard, the Assembly referred to its adoption of the IOC Capacity Development Strategy (2015-2021) which was published in 2015 as IOC/INF-1332. The IOC Assembly also approved the revision of the Terms of Reference of the IOC Group of Experts on Capacity Development (GE-CD) and instructed the group to work on the revision of the IOC Capacity Development Strategy and prepare a proposal for submission to the IOC Assembly at its 32nd Session in 2023.
Mr. Luis Pinheiro reported on the Group of Experts on Capacity Development Task Team on IOC CD Strategy Revision at a Pre-Assembly webinar entitled 'Towards Building Ocean Science Capacity: the IOC Capacity Development Strategy, Recent Actions and Updates' held on 7 June, 2021. He presented a summary of the Task Team's works related to reviewing the current Strategy and providing rationale for requiring a revision of the Strategy.
Ms. Claudia Delgado presented on the Ocean Teacher Global Academy at a Pre-Assembly webinar entitled 'Towards Building Ocean Science Capacity: the IOC Capacity Development Strategy, Recent Actions and Updates' held on 7 June, 2021. As an important component of the IOC Capacity Development Strategy, OTGA supports its implementation in several aspects and contributes to the UN SDGs by facilitating relevant training activities focusing on the conservation and sustainable management of ocean and marine resources, especially addressing and facilitating training activities and other capacity development activities within the UN Decade of Ocean Science for Sustainable Development.
Ms. Johanna Diwa-Acallar reported the results of the IOC CD Needs Assessment Survey at a Pre-Assembly webinar entitled 'Towards Building Ocean Science Capacity: the IOC Capacity Development Strategy, Recent Actions and Updates' held on 7 June, 2021. She presented the outcomes including some finding highlights and recommendations, in particular relating to capacity development needs and requirements of various regions. In the lead up to the 31st Session of the IOC Assembly, a series of thematic webinars to update Member States on progress achieved since 2019 across its programmes and projects were organized between 31 May and 11 June. These webinars give IOC Member States, Observers and the larger ocean science and management community an opportunity to gather detailed information on IOC's programmatic activities first-hand from members of the IOC Secretariat and external speakers.
The webinar on 'Towards Building Ocean Science Capacity: the IOC Capacity Development Strategy, Recent Actions and Updates' provided updates on relevant actions to assist Member States with developing and sustaining the necessary capacity to undertake activities necessary to achieve the IOC vision at the national level as well as at the international cooperation level. IOC Chair and GE-CD Co-Chair Ariel Troisi opened the session with a quick overview of the timeline outlining the work of GE-CD and highlighted major updates. The webinar featured presentations from Johanna Diwa on the outcomes of CD needs assessment survey, Claudia Delgado on Ocean Teacher Global Academy as a CD tool, and Luis Pinheiro on related work undertaken by the Groups of Experts - Task Team on potential revision of the IOC CD Strategy. The discussion that followed was moderated by the GE-CD Co-Chair Alan Evans.
